Basically if a wall blocks it so does Rampart's shield. Damage that originates from a location (such as Blackburn's grenades or Orion's basic attack) can also hit him as long as the center is on the right side of the shield.

The goal with Rampart's wall is to have it behave exactly as a wall would as often as possible.

The other catch there is that his ult deploys the wall during Dash phase - which means it's not up to interact with other dashes when they are activated. So for instance, you can block Titus's dagger with Rampart wall, but you *cannot* block Titus's dagger with Rampart Ult - because the wall won't be in place until after the dagger is thrown.
Rampart's wall should act like a WALL that was placed in prep phase, or the tool tip should be changed. Unless you're using an ability that goes through walls, I don't understand why anything would penetrate it (ie- certain dashes). Dashes happen AFTER prep. I could understand if certain dash attacks penetrated his ultimate, but not his activated wall. Can you explain the theory behind this, not just the mechanic, so that it might make more sense to me and other players?

Wrong. That is how it should work, but Lockwood ult, PuP dash, Tol Ren ult, and some other dash attacks will land normally, right through a Rampart Wall
